In older flats that means checking the plaster is sound and dry. In newer ones it is more often failed plasterboard joints, nail pops and the thin contract paint the builder left. Either way the repair is listed in the quote as its own line.

Old paper comes off by wetting the backing and scraping at a low angle; then the adhesive is washed off and the wall left to dry.
Hairline cracks, nail holes, failed plasterboard joints, holes in board and loose plaster are repaired before decorating, each by the method that suits it.
A kitchen can be changed without being replaced.
